The simple answer is that the state and politics need new ideas all the time to move with the times. A lot of new thinking and innovation is involved besides a lot of compromises and adjustments. Religion negates all this. Hence they are incompatible. Any attempt to merge these will result in disastrous consequences. And trying to impose one on the other will result in severe protests by the masses.
THEREFORE, IT IS ADVISABLE TO KEEP THEM ISOLATED FROM ONE ANOTHER.
