Naphthalene ball are kept in the silk cloths because it is a type of chemical pesticide.It prevent the silk cloth from getting attacked by the moths.

Also it is said that Naphthalene balls have the property to sublime at room temperature. To prevent this, they are kept in silk cloth that prevents the vapour of of the balls to escape.
