why should we not join the wires connected to the terminals of the electric cell.

Because if you connect both terminals without “an appliance” in between them to form a circuit, then the cell will produce the highest electrical current which it can provide and such uncontrolled release of energy may cause either the cell to overheat, or the wire you use to connect cell's terminals to overheat.
