Why should we rub a magnesium ribbon in sand paper before using it

Because It reacts with atmospheric oxygen gas and makes the magnesium oxide which covers the surface of Mg metal. So to remove the oxide layer, we should rub with sand paper.

Because, In the layer of Magnesium ribbon There are some Waste Materials Present in it which does not allow to form Magnesium oxide.Theirfore, To remove that materials We should rub it as well.
