the rubber is a non-conductor or an insulator of electricity.so the contact b/w the earth nd human is been restricted by rubber slippers

Rubber is an insulator and does not allow the passage of electric current through it, so when electricians wear rubber sandals electric current cannot pass through them, so they don't get shock and also helps reduce the risk of shock
