IUPAC defines a transition element as "an element whose atom has a partially filled d sub-shell, or which can give rise to cations with an incomplete d sub-shell".
So, while silver does not meet the first criterion, it does meet the second one in its +2 oxidation state, where it has a configuration of [Kr] 4d^9.
