Why single movable pulley has the efficiency full 100% why single fixed pulley does nt have?

1 due to friction in the movable parts of the pulley
2 due to weight of the pulley.

Because,by force it accelarate up and down which gaves 100% but in case of fixed pully accln. cant done,I think so...i hope it is right
