Why sky apears blue when an observer looks from the earth?

1) The light from the sun reaches the atmosphere of the earth.
2)In the atmosphere there are many scattering particles .
3) These particles scatter and refract light. However only the blue light our of all the other coloured lights scatter up because of the slower velocity of the blue coloured light Ray's.
4) Hence the sky appears to be blue to an observer on the surface of the earth.
