when an object starts sliding, the contact points on its surface do not get enough time to lock into the contact points onthe floor. so the sliding friction is slightly less than the static friction

once the motion starts, in the 'contact points' on one surface do not get enough time to log into the 'contact points' of the other surface so force of friction gets decrease.
so we can say that the sliding friction is slightly smaller than static friction.
