The formula of soap is C17H35Na. Hard water contains hydroxides of calcium or magnesium.

So, soap reacts with Ca(OH)2 or Mg(OH)2 to form (C17H35)2Ca or (C17H35)2Mg and NaOH. The products formed are called scúm and its insoluble. It forms scales in the vessels and thus soap cannot be used in hard water.
