Why sodium carbonate is treated as alkaline?

It acts as an alkaline because when it is dissolved in water...it dissociates into the weak acid:carbonic acid and strong acid:sodium hydroxide. when these dishes are treated with a solution of an alkaline substance to change the pH of the surface of food and improve browning ....

A solution of sodium carbonate is basic. Na2CO3 is the salt of sodium hydroxide and carbonic acid. Sodium hydroxide is a strong base, and carbonic acid is a weak acid, so the result is a solution with a pH above 7. The exact pH will of course, depend on the concentration of the salt(Na2CO3).
