why sodium chloride is soluble in water but not in kerosene

NaCl is soluble in water because water have +ve and -ve ions i.e.. water is a charged compound but kerosene do not have +ve and -ve ions i.e.. they are not charged . NaCl only dissolves in charged compounds as NaCl is also a charged compound or ionic compound .
