Soft Iron core is used in a transformer to facalitate low reluctance path for the flux linkage between primary & secondary windings. Reluctance in magnetic circuit is analogous to resistance in electric circuit which resists the generation of flux in the windings. Without the soft iron core or with air as a core, the flux linkage will be poor & hence the output of the transformer will be reduced. Soft Iron core also posseses low retentivity & coercivty thereby reducing the hysteresis losses.To reduce losses compared to air core.

In theory if there are 20 turn on one side of transformer and 2 turns on other side then it should convert 400 V to 40V.

But that is also true for 20000 turn on one side and 2000 turns on other side.

However, when I was an undergraduate student I got a transformer custom designed with 1 turn on one side and 10 turns on other side, to act as CT for measurement. And I realised that it didn't work. There was nothing at the 10 turn output side, even at rated current on input side, because there wasn't strong enough flux to link field variation in primary coil to variations in secondary coil.

Then I got another one with 10 turn on primary side and 100 turns on secondary side and it worked because there was now enough mutual induction.

What I was doing was just to sense the signal with enough strength to measure it so %age losses were not so important.

But if purpose is to step up or step down voltage while supplying power then efficiency is very important and all power in primary should link to secondary coil(s). Practically this efficiency should be 90+ to make existing systems affordable.

But we can't add too many turns because there is only limited surface area and volume in close proximity among coils. Just like you can't ask 100 people to lift a car with bare hands, although it will only be few kilos per person but they can't even reach the car so they can't lift it. So number of turns is limited by physical size then what should be done to improve flux linkage?

So one way is to change the medium from air to a ferromagnetic material such that magnetic field is enhanced and strong flux linkage is formed between coils of transformer, with minimum possible turns and with safe distance between coils to prevent voltage differences from causing insulation failures. Therefore we use iron core in transformer.

There are other details as to what flux linkage exactly means, why iron or any other material and how does signal frequency affect choice of transformer core material.
