Acids are compounds that readily disassociate into positive and negative ions when dissolved and cause water to do the same. Bases exhibit the same behavior. Having charged particles in a solution makes it much easier to transmit a current through a material. Undisolved acids or bases are similar to pure water. It can transmit a charge but the resistance is very high, especially in solid forms.
