Why solid lithium chloride is a non conductor of electricity,whereas molten lithium chloride and lithium chloride solution are good conductors of electricity?

ions need to dissociate so that charge forms... as any salt disociates in water as it has high dielectric constant so it must be either in aqueous or molten state to conduct electricity
