why some animals and birds are sensitive to Infrasonic and Ultasonic sounds?

Because of their hearing range like dogs can hear infrasonic sounds that's why they got aware when any earthquake comes and Their ear is designed or you can say created that they are able to hear these sounds. Dolphins are able to hear the ultrasonic waves and they can also produce these sound waves. There are many examples but basically they are having these features from birth.
