The reason why some elements exists in combined states is that its electrons in the outtermost energy level are not stable so for that case to be solved , the unstable atom will join with another atom of its own kind to fill up the remaining electrons for it to be stable . An element which exists in a free state , it means that its outtermost  energy level is stable so it doesn't need any more electrons .
