why some material allows electric current to pass through them and why some do not?

some material which allow electricity to pass through it they are conductor they have free electrons in their outer most shell while some don't allow that are insulator and they don't have free electrons in their outer most shell.

Conductors allow electricity to pass through them so Metals are good conductor of electricity .

Insulators doesn't allow electricity to pass through them so plastic is an insulator of electricity.

Passing of electricity through an object depends whether it is a conductor or insulator of electricity.
