Various efforts were made to resolve the housing crisis and to decongest the cities of Landon. As a result, apartments were built by the administration. The development of suburbia as a part of the initiative to decongest Landon influenced the development of the town beyond the city where people could step to the work. Though these areas had been built, the citizens could not be pressurized to move the towns and stay away from their places of job in the lack of transportation facilities.  The underground railway was constructed to solve this problem of apartments. The underground railway was criticized originally because of the following causes:

1. This was deemed a threat to health by a newspaper article.

2. Around 900 homes were demolished to build two miles of railway.

3. This underground railway was associated to as Iron Monster, this added to the unhealthy environment and mess of the city.
