Why some seats are reserved for certain groups of people?

some seats are reserved for certain groups of people because they r of low caste . they need to get proper education.they r financially and economically weak.they want to study but cant.so,govt decided to give education upto 10 std is compulsary.after that they can work as child labour or anything they want to be.
