Because some solutes may be electrolytes and some may be not, some may be polar (can form bond with the water) , while some may be non polar ( organic solvent).
Usually all salts are electrolytes, and dissolve immediately as compared to sugar which is non polar.

Many solutes do not dissolve in water and that is because they are non-polar and do not interact well with water molecules. A common example is oil and water.
