Q. Why something doesn't stick to my hand due to upward force of atmospheric pressure.

This is because the atmospheric pressure as compared to gravitational force is very small. So when a paper we put in hand just doesn't stick to the hand because gravity force is pulling it towards itself.

Some more information :-

Gravitational force is independent of mass so when two body one of mass 10 Kg and other of mass 2 Kg when dropped from a height, theory says both will reach earth surface at same time. But in practical we cannot see this phenomenon. This is because of many forces acting in the air. So when we do this phenomenon in the vaccum then the theory will be correct.
