Rainy day means it is liquid state . Sound travels faster in liquid state than the gaseous state.

A rainy day will have actual water mist ( not just vapour ) in the air, and while it’s raining a lot of liquid water. The speed of sound generally increases with density, and the speed of sound in water is more 4x the speed in air...
