Spacecraft and launchpads require very large pieces of hardware. Transporting such hardware from its construction location to the launch pad is challenging. A coastal site allows the use of barges. NASA, for example, had its giant orange external fuel tanks for the Space Shuttle built in Missisippi and carried by barge to the Cape. The Russians had to build a dedicated railroad line to get supplies to Baikonur.

No one wants their rocket falling on an elementary school. Most rockets jettison their first stage while still in the atmosphere. That stage, or pieces of it, fall to Earth. Launching over water means the worst that could happen is you take out a cruise ship. No one would miss the type of people that go on cruises. There is also the worst case scenario of a failed launch. If a launch goes wrong, the vehicle has to be destroyed in the air, causing debris to rain down. Once again, if that must happen, it is better it happen over water.
