Well listen ,

In cathode ray , the electrons are responsible ... They have constant charge of -1 .

While ,
In anode rays , the cations (+ive gaseous atoms) are responsible . They can be +1 , +2 etc ... So charge is not constant . hence e/m ration is not constant .

A gas may get +1 with given voltage , while it will get +2 if we increase the voltage a bit .... Hence e/m  ratio is not constant .. It is here depending on voltage !
