Hey mate here's your answer.....
Atmospheric refraction is responsible for this , due to this light appears to come from farther point . And therefore the stars seems higher .

What happens is that when the light of the star reach to the earth surface it faces repitive refraction due to the change in medium and it start getting denser and this results in bending of light towards the normal and eventually if we see the final position it actually looks higher
