The state should have an unbiased outlook in order to govern the country efficiently. In a country like India, there are many social divisions based on religion. If the government gets involved in these religious matters, it might disappoint a particular religious group and thus create unrest in the society. Thus, the state should remain aloof from the religious beliefs of the people.
