The kinetic friction is usually not greater than the applied force. You start moving an object which increases the static force to prevent any motion. However, you keep applying more force until you reach a maximum value for the static friction. Then, the object begins to move.

Static friction is greater because it works when two surfaces in contact are just to start a relative motion or are in rest. When we want to accelerate a moving stone (where sliding friction occurs) rather than to start its motion from rest(where static friction occurs), we have to apply lesser amount of force to the stone. From this practical example, we can say that, sliding friction has lesser value than static friction.
