Steam molecules are more free than the molecules of water in liquid state. So there are is more kinetic energy possessed by the steam molecules. So steam molecules at 373K have more energy than water in the same temperature.

Liquid does not have too much force of attraction but it is more than the air that's why steam has more energy than water
