why steam causes more severe burns than boiling water

Because steam has more energy than water at same temp i.e. 100 ℃ .
Steam use latent heat of vaporisation to get vapourisze and water don't have this energy.
This latent ( hidden ) energy is the cause of more severe burns caused by steam than water.

Steam causes more severe burns that boiling water because even when both are in equal temp. steam will require to give latent heat also to change its state and then it will give away heat until the object's temp. is made equal to the steam and therefore it will giveaway more heat and so cause more severe burn
