Because steam gives out latent heat on our hand whereas water does not give out such heat.

Hence, steam produce more burn than boiling water at same temperature.

Explanation:

Steam Absorbs absorbs latent heat of evaporation (i.e,22.6 x 10^5 Joules/Kg) when water is burned at more than it's boiling point but Boiling water doesn't absorbs the latent heat As it remains in the same state. Due to the absorption of Latent heat of Fusion,During conversion of Water from liquid state to gaseous state,it's absorbs extra energy in form of Latent Heat of evaporation. So, Comparingly Steam would cause more burn than water at boiling temperature.
