Stokes lines occur due to excitation of the atoms from ground state to the excited state. On the other hand, anti-stokes lines occur due to transition of atoms from excited state to the ground state. So intensity of stokes lines is proportional to the no. of atoms in ground state and that of anti-stokes lines is proportional to the no.

Though any Raman scattering is very low in intensity, the Stokes scattered radiation is more intense than the anti-Stokes scattered radiation. The reason for this is that very few molecules would exist in the excited level as compared to the ground state before the absorption of radiation.
