we cannot say that rocks will not dissolve in water because there are some rock which dissolve in water they are :

- Rock-salt,

- Gypsum

- Limestone

but mainly if u ask why rocks cannot dissolve in water , it is because :

- Rocks are heavy

- Rocks are not soluble in water

- Rocks is not a soluble substances

Rocks generally separate out from water .

But few may have infinitesimally low solubility in water.

It depends on the chemical composition of rock.

Rock particles are quite bundled up together .

so it is very difficult to get the water particles smudged in their and let them two mix together.

The rocks dissolve in water at very low rate.

Hydrofluoric acid can dissolve rocks and even bones.
