It is because steam posseses more energy in form of latent heat of vapourisation than boiling water at same temperature. So when steam touches our skin, it condenses and give out this heat into our skin causing severe burns

steam has latent heat of vaporization but water at the same temperature doesn't have the heat which is used up for the convertion of the molecular composition of water into steam. This is why steam has snore energy than water at the same temperature. This is why steam causes more burn than water at the same temperature.
