Why stubs should be retained in the field after harvest?

Stubs are the short end remaining in the field after harvest and they should decomposed again by sprinkling soil and water on them as they have already developed the deep roots in field and consumes essential nutrients from soil and take some lesser time to cultivate than the seeds which are sowed again.But some stubs like weed should be removed as they results in bad yield of the crop.
