Ions are required for conduction of electricity. Sugar does not dissociate into ions in solution and therefore sugar solution is a bad conductor of electricity.

Because because due to their ionization States they can not give positive and negative charges and also the pure water does not conduct electricity because during the ionisation did not give positive and negative ions and also they are not have no minerals but when we dissolve minerals in it but when we dissolve minerals to make button we dissolve when does distilled water or sugar solution it can become electrolyte and allow passing of electricity to their melting during passing electricity during melting or ionic States.
