why sugarcane and tea and 17 are not included in any of the three cropping Seasons like kharif Rabi and Zaid ?????

Mainly these crops can grow throughout the year and in rabi kharif and zaid particular season is there na so they are different

Because these 17 excluded crops are grown in almost every season.
