What actually happens is that Light from the Sun in the evening or morning near the horizon passes through thicker layers of air and larger distances from our earth's atnosphere before reaching our eyes.Near the horizon, most of the blue light and shorter wavelengths are scattered away by the paricles. Therefore, tge light that reaches our eye are of longer wavelengths. This gives us the reddish appearance of the sun.

because when sun rise it will be heated up and when it sets it enters in water which makes it warm.
