Actually we should not say that it becomes cold; correct statement is that it gains the normal temperature of the surrounding.
The reason for this is that heat travels from higher temperature to lower temperature. If the temperature of the surrounding is less than the cup of tea, heat flows from the tea to surrounding until both becomes equal. If the cup is cold and you put it under the sun, it will gain heat from the surrounding. ultimately both will become the same.
