the temperature of a substance remain constant during its melting point and boiling point because the energy provided is used up in the changing of state as it has to work against the intermolecular force of attraction

because the energy which is being provided to the substance to heat it is being utilized to change its state. if its a solid then energy is used to convert it into vapour.
Hope this helps...
