There are two reasons that the testes descend. First is that they work best when they are cooler than normal body temperature. The second reason is that if testes remain in the body much after puberty, the rate of malignancy becomes very high. This is also a heat effect. If a testis remains in the body at puberty and can't be brought down surgically, it is removed.

When baby is born from the mother’s womb, the baby’s testicle moves down from inside his abdomen in to scrotum just before birth.

At certain cases, the movement does not happen, and the baby is born in to one or both testicles. In majority of cases male baby is prematurely born. 'Undescended testes' are often seen in 'babies' with premature born. This happens because the baby growth is happened in seven month. Other cases include hormone problem or spina bifida.
