Why the aquatic plants do not decay in water

Aquatic plants have different type of structure that makes them resistant from decaying even though they are in thewater. They have the different epidermal layer of cells and the cuticle is more thick. They don't decay because they have the thick cuticle in them in epidermis tissue.
