Answer:- This is simply because bulk of the jobs are in rural areas. Does it mean bulk of our GDP is derived from rural economy? Paradoxically not. Implying that more people are engaged in farming and allied activites but contributing less to GDP. This means liye productivity of the workers in rural areas. Low productivity implies low earning, which is why there is widespread poverty in rural areas.

The bulk of our labour in India is rural based because they were engaged in agriculture sector and when they came to urban areas they did not have any other skill.

  • Rural residents have few options for increasing their incomes and their participation in the labour market.
  • Rural residents must eke out a living on small, poor-quality landholdings or work as farm labourers for meagre pay.
  • Many people choose not to attend schools, colleges, or other training facilities.
  • Even if some do leave, some stop midway through to enter the employment.
  • Numerous work options are available to urban residents. They hunt for employment that matches their qualifications and abilities.
  • People in rural areas can't stay at home because their financial situation can prevent them from doing so.
  • And workforce is the only sector in where they have some skill and capabilities and they are hence, employed there.

Hence, the bulk of labor in India is rural based.
