Why the camera can detect this light of TV remote ?

You'll find that CCD sensor arrays can detect near infrared upto maybe 1,100nm.
Infrared light goes to 1,000,000 nm. That's a lot of IR not sensible by a CCD camera considering that IR starts at about 700nm.
CCD sensitive : 700nm to 1100 nm (varies)
CCD insensitive : 1100nm to 1000000 (varies ). ...

Because it is npt a laser it just blink for 0.1 second
