Limiting force of friction is greater then kinetic force of friction. This is because when an object is at rest, it requires more force to move that object than compared to when an object is in motion. Therefore the limiting force is greater than kinetic force of friction. it would also be absurd if static friction was less than kinetic friction. Suppose you were pushing on a crate with force greater than the static friction
