Why the concentration of h+ and oh- ions concentration is low in water

Water is a poor electrolyte.

It cannot dissociate completely without addition of any catalyst like dilute H2SO4. (if you read electrolysis in class 10 you'll know it). For this reason the concentration of H+ and OH- in water is low.
