Simple
because in summer the temperature is high so the air can absorb more moisture.in winters humidity(moisture in air)is lowand temperature is low so evaporation is slower. Cold air contains a lot of moisture most often referred to as humidity. The warmer the air the dryer it is, even on a rainy day.
