Why the current doesn't flow in an open branch?

Electrons needs continuous conductor for it flow. If there is discontinuity or break  electrons can't jump the gap at ordinary voltages (The work function requirement is more). At high voltages or potential differences it jumps small distances that is what we call arcing.
