I believe the answer goes back to when our country’s government was set up after the Revolutionary War. Remember, the colonists had been subjected to the type of “King” ruler. Decisions were not democratic. Our founding fathers grappled with the idea of a Govt that had built in checks and balances and at the same time ensured an election process which was to be totally open and democratic. Responsibilities were designed for the three elements with a check and balance system established. It seems our current elected leader has no interest in this type of govt set up except to have someone to blame for his own incompetence.
