Why the difference between day and night durations hardly felt at Kanyakumari, bit not so in Kashmir ?

It is explained as follows:

1) since the axis of the rotation of the Earth is tilted at 23 °5 to the perpendicular, the circle of illumination of the earth varies from summer to winter.

2) at the equator , it does not cause any time difference between day and night throughout the year, but the north or South of it the duration varies.

3) Kanyakumari is close to the equator, while Kashmir is far away. So this difference is felt in Kashmir in winter for summer, but not at Kanyakumari.
